CHANGES HANDS
CONDITIONS IN AGREEMENT,

(Received this day at IOe.O a.m.) NAPLES, Feb. 18. An agreement' lias "been signed handing over the Saar to Germany. It provides, firstly, for the cession of the mines from France to Germany. Secondly, the insurance of French private citizens, and all workmen in the Saar.
Thirdly, the transfer of the administration to Germany.
M. Aloisi presided and the French and German ambassadors, Mr Knox and the League sub-committee were also present.
