The “Telegraph’s” diplomatic correspondent says the British Cabinet believes a new opportunity is about to present itself for an all-round settlement of post-war problems. Considerable advances have been made towards an effective security structure in Franco-ltalian accord, Russo-French accord, and pacification of Central Europe. In all these fabrics there is a place awaiting Germany to join as an equal partner.
