CAPETOWN, January 11

The Governor-General’s speech at the opening of Parliament referred to the steady improvement of the economic position, the conditions responsible, happily continuing. A complete recovery of agriculture, however, would only be gradual. Consequently relief legally given on farm mortgages would be continued.

The unemployment was being met by tho initiation of Government schemes, legislation will be introduced enacting minimum wages for unskilled and semi-skilled in certain occupations as well as unemployed benefits.
