The American delegation to the League Committee for the control of the manufacture of arms introduced (important proposals, including ;tliat each nation must be responsible for the arms and, munitions manufactured in its territory. All orders from abroad, or shipments, must he notified to tlm permanent disarmament commission while government must similarly notify the orders placed with national arsenals and private firms. *'• _ The proposals also- contain provisions for rearmament by instalments on lines of Mr MacDonald’s plan in cases where countries are authorised to increase armaments, also to introduce the British practice of national control of the manufacture of armaments by licensing which, so far, Britain alone has adopted.
