Harbin reports state that Manchukuo officials are vigilantly investigating -the' incursion of eight armed Soviet guards, who reconnoitred near Hunchun on March 11. The Government is reported to be ..concerned over thg itation at the Rio de Janeiro constitutional convention, and has instructed the Japanese consul to endeavour to secure a rejection of the anti-Japanese elapses in the now convention, in view of the bad effect on the future of Japanese and Brazilian relations.
