RULES ENUMERATED. DIRECTION TO REFEREES. WELLINGTON, March 21. In a letter to the New Zealand Rugby Union, the English Rugby Union stated that there appeared to be a great lack of unanimity among referees regarding Laws 15 and 17. The English Union, therefore, wished all referees to give special attention ltd the following points:— Law 15—(1) Tlie ball must not be put into the scrummage at excessive speed; (2) The ball must not be touched before it has reached the far foot of the middle man of the front row ; (3) The middle man must not touch the ball .before it is fairly in the scrummage ; (4) No player shall intentionally fall or kneel in a scrummage.
Law 17.—(1) A player is off-side when •lie is 'in front of the man of his own team who was the last to play the iba.ll ; and (2) he is not necessarily off-side because .he is in front of the ball, except when the ball is in the scrummage.
A player should not be penalised for offside unless he does certain things, which are ; —(a) Wilfully approaching or remaining within ten yards of an opponent waiting for the ball; (b) playing the ball or interfering with an opponent; (c) entering the scrummage from hi s opponents’ side ; and (d) remaining in front of the ball with either foot whilst it is in the scrummage, not himself being in the scrummage.
The New Zealand Referees’ Association wrote stating that, when a player deliberately passed forward, he should be penalised,
