TOTE INSPECTION

The institution of the “win-and-place” system of betting, together with the establishment of 5s totalisators by certain clubs, ha s bad the effect of considerably increasng the work of totalisator inspection. The annual report- of the Department of Internal Affair s states that the policy of Governmental inspection of totalisators,
inaugurated during 1918, has continued and a representative has been present on every' occasion oil which the totalisator was used during the year under review.
“The innovation of the Svin-and-place’ system of investment,” states the report, “has been an unqualified success, and worked smoothly, although some clubs have found their accommodation taxed to provide the increased facilities required. It s adoption by practically all clubs seem s assured, and doubtless more permanent arrangements will be decided on for the future. The new system, together with the sale of Os tickets by a. number of clubs, ha s 'contributed to a material addition in the duties of inspection. ’’ The report states that, for various reasons, the full number of totslisator licenses allocated to racing and trotting clubs ha s not been availed of, but spare licenses have been applied for by other clubs desirous of holdng additional meetings. The report anticipates that the full number of licenses for use on 320 days, which is the annual maximum prescribed by statute, will actually be utilised.
