(Gait*) Pitj> Association— By Electric l'*l*gr»pb—Copyright,) LONDON, November 9. .The text has been issued of the Government’s long expected Unemployment Insurance Bill. It is one affecting sixteen million men, women, and children between the" ages of sixteen and sixty-five. The most important changes are as follows: i Entry to the scheme is to begin at the school leaving age. Until the age ■v of sixteen, the v benefits are' payable j to the parents. | The Bill provides that all of the I working class juvehiles under the j age of eighteen years- shall be compel led to attend instruction classes. | Voluntary training courses at oc-I cupational centres are to be provided for those unemployed who are over eighteen years of age; I A new central adminstrhtive board will control the whole unemployment insurance system from the national Exchequer and from municipal grants This board may require the attendance of the unemployed at a training centre as a condition of securing an allowance. The present rate of contributions and also - scales of benefits of the existing unemployment insurance remain unchanged .

Fund, owing to ihiproved conditions of employment, Mis accumulated a surplus on the insurance account of about £5,250,000. As this appears to be : more than .sufficient to. provide against winter contingencies, .the Minister- of Labour has decided to apply half of it to the repayment of the debt on the fund, which totals £150,000,000..
