Slavutsky, the Soviet consul-general has lodged his fifth protest concerning ■ti'ie-- detention- -of Soviet railway employees, and is again demanding their release.
Commerce and trade at Harbin is completely at a standstill, while the population anxiously awaits a solution to the present impasse.
