MANCHUKUO’S LATEST ACTION,
DEVELOPMENTS EXPECTED.
MUKDEN, October 7
Portentous developments are foreshadowed bv a declaration by the Government of Manchukiio, announcing that it is taking over the Chinese Eastern Railway.
The announcement states that, “owing to Communist machinations,” the position of Harbin has become so insecure that tlie Government is compelled to restore order. Complaints by Japan concerning the maintenance ol order along the route, and previous acts by the Government of Manchukiio. bad produced a condition of acute tension between Japan and Russia.
