NAVAL RIVALRY
A THREAT OF WAR MR DOWNIE STEWART'S FEARS. (United Press Association—.By Electrio Telegraph—Copyright;, BANFF v 'August- 27. The former Finance Minister of New Zealand, Mr W.' Downie Stewart, startled the members-of 'the Institute of Pacific Relations at .their farewell dinner by declaring that the Institute might well have discussed the present feverish building of (battleships by the great nations on . both side s of the Pacific Ocean. ■He said that if the causes of friction were .studied by the Institute, the building of war fleets could not be properly ignored, and it should be ! taken into consideration before any serious events occur. He mentioned that there was a seething cauldron in Europe, and said he felt that while the situation in the Pacific was alarming enough, it wa« not so gloomy as that in the old world. * He hoped that the Institute would be afforded an opportunity to study the insistent causes of, conflict .which ■were bringing about a threat of war. The 'Congresg sessions have concluded.
