The “Daily Teiegraph” sajs: The filial negotiations tor a Four Power Pact have been facilitated by Herr Hitler’s conciliatory speech, and by the cliange m the ueiman attitude at tile Disarmament Confeienee. The Pact will oe signed at Rome. Herr Hitler, Uerman Chancellor, is expected to attend.

Captain G-ering, a Nazi leader, in an optimistic statement to journalists, said that the signature of the pact is practically assured. The - “Manchester Guardian’s” Paris eorre.pondent says: “Control has become the watchword of France's disarmament pukey. She is prepared to disarm conditionally on the international control of armaments, this being primarily aimed at Hitlerite Germany, which France declares cannot be .trusted to fulfil its promises not to realm.”

The Paris paper “Le Petit Parisian’s” Geneva correspondent, ■in explaining why France must; demand international armament control, says: Herr Hitler had accepted, the MacDonald plan, the German delegation -are trying to transfer to France responsibility of hampering the Disaumament Conference. Therefore, France must, show her willingness to disarm, but she must insist upon control.

The “Daily Chronicle’s” Paris correspondent says: The Socalist newspaper “Populai-re” declares that the •French Cabinet, at a stormy meeting, instructed M. Boncour (Foreign Minister) to accept the British disarmament plan on the condition that the international control of armaments is established, and that disarmament is effected in stages.
