DR. KOO’S CHARGES
AGAINST THE JAPANESE

GENEVA, November 22.
Dr. Koo circulated allegations that the Japanese in Manchukuo aerially bombed Haekulak, ruthlessly murdering the villagers. They also adopted the conscription view of exterminating Chinese volunteers opposing the Government, and sent an agent to force Chinese organisations to sign affidavits in favour of the “Puppet Government.”
