The “Nows Chronicle’s” Moscow correspondent reports that from ten to twenty per cent, of the Soviet’s eio-lit million bureaucrats have been “■axed” under a new' decree, the publication of which has been postponed until the rejoicings at the fifteenth anniversary of the Russian revolution are -ended. Under the decree the great syndicates that have been controlling Russian industry, commerce, and agriculture arc abolished as being superfluous. Half of the Moscow offices of the provincial political and trade organisations are being closed, and eightythree per cent, of thojr staff are being summarily dismissed. * The decree affc-ts the entire nolitical and economic l’fei of Russia, from the powerful conrriw/irs in Moscow, Tiflis and Kharkov, down to the village clerks.
