Tv© lecai ing journals of the United iStateg are to-morrow printing a nine thousand-word summary of the Japanese reply t 0 th e Lytton report on Manchuria, and t’ e full Cxt of Lord Lytton’s address at Gene/a, as well as numerous statements by various national spokesmen.
The journals are levotUig a large amount of space- to the Manchurian question. The U.S. State Department ha, s continued to maintain the same- strict silence which it enforced upon itself on the occasion of the original publication of (the Lytton report, and official comment of any sort is impossible to obtain. However, it seemed to be indicated that the American Government is satisfied with the defensive role which Japan is being compelled to maintain, seeing that there is nothing in the Japanese reply to have altered that condition. Early reports from Tokyo had indicated ths 1 tbs reply, to justify the Japanese action in Manchuquo, would cite the action of the United States in establishing the Government of Panama, which then signed over the Panama Canal rights to the United States. The summary of the reply ob - tainable here -has, contained no such reference, and considerable curiosity is felt as t 0 the exact nature of the reference.
Lord iLytton’s Senate address to-day iwas re-broadcast over the United States, and the- League discussions will Ibe followed with great interest. The “New York 'Herald Tribune,” in a leading article warns against, the use of economic sanctions and against a possible state of war, and it declares that the United States participation in .the League deliberations "would lay the State Department’s motives open to misconstruction.” The “New York Times” comments as follows on Lord Lytton’s address to-day: “His appeal wa s c°uched in a lofty, persuasive tone, befitting the high importance of the question coming before the League.”
