EDUCATION BILL COMMENT,

The passage of the main estimates was completed in the House of Representatives yesterday afternoon when the following classes were adopted: Land and Survey Department £158,907; Land for Settlement Account £7,200; Discharged Soldiers’ Settlement Account £3,700 ; Railway Department £4,915,082 ; Education Department £2,700,000. 5 The Leader of the Opposition moved to reduce the education vote by £lO ns an indication that the portfolio of education should be held in the elective chamber, but this amendment was rejected by 34 to 24, Labour membei's, and Messrs K. S. S. Kyle (Govt., Ric-ca-rton), A. M. Samuel (Govt., Thames), A. J. Stallworthy (Govt., Eden), and E. T. Tirikatene (Govt., Southern Maori), voting for it. Mr F. Jones (L., Dunedin S.) moved to reduce the vote by £9 as a protest iagainst. The closing of the training colleges at Wellington and Dunedin. This was defeated by 36 to 24. The House rose at 5.30 p.m. THE LEGISLATIVE COUNCIL. WELLINGTON, November 19. In the Legislative Council, on the motion of the Hon. C. J. Carrington, the ' Contracentives Bill wag introduced and read a first time. Moving the second reading of the Local Authorities Sinking Funds- Bill, Sir James Parr said that the Statutes Revision Committee had considered the measure and had agreed that the Public Trustee was entitled to protection from withdrawals of local body sinking funds from common fund of th e public trust during present abnormal circumstances. However, the Committee had sugjccteu the' additional clause, safeguarding sinking fund commissioners from liability in .respect of funds which had been transferred to public trustee. In the Committee stages the amendment was adopted, and the Bill was put through all stages and passed. The Council i'osa ui 3.10 o’clock until next Wednesday.
