Free -State Special Duties Bill • ' read the fiist time, amid cheers. , In the absence of acceptance by the .Irish Free?S-thie,of the proposal that 'the aVbitraii.on shall te conducted by air Empire tribunal, the British Government feels that it has no optio-n but to go straight ahead with the second reading of the Special Duties Bill in the House of Commons to-day.

’Dubl'n press correspondents report that Mr tie Valera’s Ministry’s attitude towards the arbitration question remains unchanged. The British Cabinet to-day considers the terms of its reply to Mr de Valera’s latest despatch, which is one repudiating a whole series of financial obligations.

The "Daily. Herald’s” correspondent at Dublin says: "Th'ough Ireland is still hoping for an' agreement on the personnel of an arbitration tribunal.so as to prevent economic reprisals, the Free State Government is prepar, ing to counter Britain’s special duties b.v a prohibitive tariff on British coal. Offers, have already been received of large, supplies of German coal at favourable prices.”
