Ex-King Alfonso, in a manifesto to the people of Spain, charges the Republican Government with the country’s unhappiness He declared that just as he left Spain for the country’s good, lie would return for the same reason. He urges all who believe in suppressing anarchy and Communism to form a provisional Government, summon Senor Cortes, and formulate a new constitution.
