Youths who attain the' age of 20 years after Ist Xovcnihcr, 1931, and on or before Ist. February. 1932, are liable for the February instalment of the cliarge on income. Default in payment of the charge for more than a month after the duo date renders a person liable, on summary conviction, to a line of £5, and also to a penalty, without conviction, of 10 per cent, of the amount of the charge not paid.
