(Received this day at 9.25 a.m) SHANGHAI, June 17. • 'Phe report ot J i;slice Feetham, the internationally famed jurist, regarding the international settlement of Shanghai has been issued. Feetham was loaned by the South African Government, and was formerly Chairman of the Irish Boundary Commission. He was specially invited to study the. difficult extrality question and render an open minded report whether abolition or retention of extrality is advisable. The report comprises itiree hundred thousand words. To-day’s session virtually affects foreigners residing at Shanghai and treaty ports generally. It declares emphatically that the abolition of extrality is unthinkable at present. Likewise the. maintenance of foreign military defence force is essential.
1 Feetham states that Chinese must not secure a majority vote in' the ad ministration of the international settlement, owing to the inevitable inter, ference from military from the National 'Government from Kuomintnng. If Chinese gained control of Shanghai there was no guarantee that the incidents of 1927 would not he repeated. He suggests that foreigners he granted a charter by the Chinese Government. Although admitting the abolition of V>xtrttlity, lie adds the question of the rendition of the settlement must he considered in terms of decades not years.
