Captain Neville Stack encountered bad weather in France and returned to Lympne. ITALY’S AIR PROPOSALS. ROME, April 29. Signor Balboa introducing the air estimates cast a. doubt on iltaly’s participation for the Schneider trophy. He explained the prospects as far as men were concerned were perfect, J but the difficulty was of delivering seaplanes from the manufacturers. Balboa declared his belief that the next war would be decided in the a i>'. therefore he had arranged important air manoeuvres in August, on a scale hitherto unattempted. Seven hundred machines divided into two sections will engage in sham fights throughout Italy.
