Herr Schacht, of the Rei cite bank in discussing the reparations * problem, says: “Germany would be : entitled, and entirely justified, in suspending her-payments,; if she could not otherwise meet -her interest payments on her private loans, which must always rank ahead of political debts. It is very unlikely—in fact, it is almost impossible—that Germany can pay the Reparations in the amounts now required; but the answer to the Reparations problem is contained in the Articles of the Young Plan, which authorises the debtors and the credit: ors to argue the problem amicably.”
