It is now disclosed that a comprehensive scheme will be submitted to the Imperial Conference involving tho formation of Public Utility Corporations for the purpose of developing the unsettled parts of the Empire. The proposals differs from the present migration methods in as much, as the aim will be to build up entirely new settlements, containing self supporting communities of varied occupations. The corporations would be backed by Government credit and would act as Government contractors, employing men and women for definite periods.
