WESTLAND HOSPITAL BOARD
MONDAY, AUGUST lltli. The Board met at 8 p.m. Present: Messrs J. J. Breeze (Chairman), G. Davidson, A. R. E'eock, R. Meharry, W. Jeffries, T. W. Duff, H. Wells and W. Evendeii. An apology was made for the absence of Mr Keenan. The minutes were confirmed and outward correspondence approved. A DEPUTATION. A deputation consisting of Messrs T. Nolan, Butler and Clol.er, of Matainui, waited on the Board in connection with the proposal for erection' of a doctor’s residence a,t Matainui.
Mr W. Jeffries in introducing the deputation referred to the matter. . A lletter was read from T. Nolan, Secretary, Matainui Committee, enclosing 24 names of settlers willing to act as guarantors of a fund for a loan of £SOO, which the Government were to find.
Mr J. Cloher (Chairma'n of Matainui Committee) said the residence the doctor lias at present was very unsuitable. They had received a letter from Mr O’Brien, M.P., stating the Government would provide £SOO as a gift and also arrange for,a: loan •of £SOO.
: Mr Nolan said there had previously been some difficulty in connection with a suitable location hut they now had a section in the town of Matainui, which was very suitable. for : the purpose. ;■ ;
The Chairman said tke Board!,had a full knowledge of the position and Would give every consideration. ’Mr Jeffries asked what was the position in regard to, the loan. The letter was somewhat indefinite and it was as well to clear the matter up.
Mr Cioher said the Minister was to provide £SOO and he was also to as pi s|t. the settlers to obtain! (another £SOO, subject to the Board takingover the responsibility for the loan, and the 24 settlers would enter into a legal bond to pay the interest and sinking fund on the £SOO loan to be provided. )Mr Nolan said the proposed expenditure was £IOOO, which it wa« Proposed to supply outside of tin Board, £pOQ by/thc 'Minister and £SOO by the settleiA in loan. M> Noiian said the Harihari resident' had no objection to the; residence being erected at Matainui, The doctor was doing good work and they were getting gpotl reports from all parts of the district.
!Mr Duff said if "the statement" made <byj; Mb' s O’Brien : are endorsed by the Minister then the position would be cleared up. He commended thi-e Matainui settlers for their action and offer. He moved that the Board subject to confirmation of tlie statements made by the deputation and the letter of Mr O’Brien, agree to take the matter in hand, the guarantees to .be accepted. Seconded by Mr Meharry. ? Mr Jeffries said he was far from Certain, of the position. He thought the letter very indefinite indeed. He suggested that the motion be amended to read that the Board reopen the question of the erection of a doctor’s residence at Matainui. Mr Eyenden thought the Board was in quite a safe position and lie would support the motion, which was then agreed to. Mr Nolan said the section would he handed over to the Board. The Chairman thanked the deputation for their attendance and information. The deputation then withdrew.

From Dr Watt, Wellington, stating he was act a.t present able to state definitely that subsidy on voluntary contributions would' be given, tiiougii he had been urging that it be paid.— Received. From Hospital Department acknowledging receipt of balance sheet.— Received. From Hospital Boards Association inviting complimentary subscription to mark the retirement of Dr Valintine, Inspector of Hospitals.—Received. Mr Duff moved that £3 3s 'be voted. Seconded by Mr Davidson, wbo paid a tribute to the services rendered during his long term of otfioe. The motion was agreed to. From N. Wylie applying for annual leave.—Received and granted. From W. Duncan and Co., asking for permission to transfer, of lease of reserve from E. W. Hewer to A. Heveklt.—Received and approved. From Public Trustee, Nelson, in regard to a deceased person’s estate.— Received. From Westport Board in reference to a patient for Cashmere. —Received ; to be given effect to. From North Canterbury Board in reference to maintenance of a patient—Received;. no action , taken. The Sub-Committee reported the appointment of Mwjs Boyd as typist. Received and appointment edIn connection with the Cancer Research Fund it was resolved to extend the closing date to 31st August,
CHAIRMAN’S REPORT,
OF TIMBER WORKER’S CONFERENCE. We have the honour to report on above Conference which did not reach die conclusion you directed your delegates. The final recouimedation is that' the Boards concerned, accept the sum of £BSO lor treatment of tlie T.W.U. patients, until the end. oi this calendar year, December 315.. 1930, ■ (die total sum received last year was £1550) and that a furthoi conference be; held tlie first week in December, 1930, for the purpose, oi .entering into a two year’s agreement, on a 45 per cent basis, for all treatment, exclusive of out-patients. Your delegates were outvoted oi. the 50 per cent basis plus anaesthetic fees,, as the other Boards concerned are duty receiving; 40 per cent from other associations, patients treated, this covering the whole of the treatment.
We are of the opinion,, judging by the tenor of the conference, that 5' per cent can be obtained. We accepted the inevitable and compromised at 45 per cent. Another item discussed was the date of the payments.. This was recommended to be :tri'erity-one days after quarter viz., UAjpril, July, October, January 2 ; lst, Ha'i penalty of 7 per cent, per amium ' being added’whereto. : There is an important amendment in the Worker’s Compensation Actj, to the effect that every! accident shall 1 be compensated in'- a large sum; Should this become law, it may (improve our Board's probability of j reviving 50 per cent of fees as dosned. From Surgeon Superintendent, Westland Hospital, reporting patients in hos ital on Ist July totalled 13. Admitted during July, 32 males, 26 females—sß. Total treated, 49 males, 42 females—9l. Discharged cured 22 males, 25 females, relieved 2 males, 1 females, died 4 malejs, 1 female. Total discharged, 28 males, 21 females.— 55. In hospital 31st fi'ly, 9.i males, 15 females—36.
