Steady progress is reported to have been made to-day, and there is a pleasant atmsophere of harmony, perhaps because the question of whether the Germans should pay on the fifteenth or the thirtieth of each month has been shelved for the time being. It is stated Mr Snowden and M. Tardieu, have reached a general understanding, which is in contrast with the state of affairs as between England and France at the August Conference. Mr Snowden to-day reminded the Germans of the necessity of avoiding nfeedless discussion on technicalities as the time was short. The Germans took this rebuke in good part. The Germans are preparing counter proposals to French suggestions upon the sanctions.
