One section of the miners is demanding a secret ballot upon the question of acceptance of tlie terms, and another is threatening violence, if the Government attempts to open mines with free labour. Alcamvhile, a settlement seems as far off as ever, while at any moment the gravest upheaval may occur. Premier Bavin will take definite action to force tire .miners hands within a few days. '
