The Council met at 7.40 p.m. Present: Messrs G. A. Perry (Mayor), T. W. Duff, E. TV. Heenan, A. R. Elrock, A. C. Armstrong, D. J. Evans, .1. King, anil l)r Teichelmann. Apologies were made tor absence for .Messrs Turner and Heinz. The minutes were confirmed and outward correspondence approved. IN TV AR D COR RESPONDEN CE. From .1. H. TV. McGeorge, Hokitika, application for water service connection to Section 910,. Hampden Street.—Received and approved. From Secretary, Hokitika Fire Board, forwarding report and .. statement of accounts for the period ending the 31st March, 192f).—-Received. From William ' Wilson, agent for Miss F. A. Thompson, application to sub-divide sections 900 and 901, Weld and Rolleston Streets, into Lot 1 and Lot 2, the former having a frontage of 200 links to Weld Street, and the latter a frontage of 101 links to Rolleston Street .--Received. and approved. From Chief Inspector of Explosives. Wellington, asking for return of Dangerous Goods Licenses 'issued since date of last • return.—Receiveil'and information supplied. From Valuer-General,.':, Wellington, advising that the amoutjt' of £l4O-1 2s Pd has been credited; the District Fund Account; being 75 per cent of the subsidy on general rate for the year 1929-1930.—Received. From Public Works Department. Wellington, advising that a subsidy of 6160 for maintenance on the Main Highway in the Borough had been "approved, being two pounds for one pound, on a total maintenance expenditure of £24o.—Received. From Hon. the Prime Minister, conveying the arrangements approved for the observance ’of Armistice Day, the 11th inst.—Received. ;

From Superintendent, State Advances Office, Wellington, notification under Section 46, State. Advances Act, 1913, respecting Municipal Endowment Reserve No. 163-3, Koiterangi (G. L. Shannon, lessee). —Received.

From TV. Connor, slaughterman, abattoirs, re annual leave.—(Received and approved. From D. P. Stuart, on behalf of the Westland Wood Pulp Company; enquiring on what terms the Council would lease reserve No. 589, 11 acres; reserve 150, 5 acres; reserve 152, 2£ acres; or alternatively, part reserve 452, 20 acres.—Received..' It-.was resolved to reply stating the Courted were prepared to give the required leases at 5 per cent on unimproved value, plus rates, subject to tbe necessary statutory action being taken. The Town Clerk was instructed to take necessary action to have reserves 150 and 152 vested in Council.

From Schroder and Co., asking permission to erect new front windows and verandah, Revell Street.—Received and veouest granted, subject to usual conditions.

From Postmaster, Hokitika, asking permission-, to. load, mails from Post Office on footpath, "Gibson -Quay.—Received. After discussion it was resolved on the motion otoMessrs Evans , and •* ’v-- ! "V • M 1;, ITeenan to advise that the Council regretted it had no power to grant the request as. it would prove an inconvenience to the public. From A. R. Elcock. asking consent of transfer from John Cropper to B. A. Hnussmann of lease of municipal reserve .—Received. REPORTS.

Tbe Treasurer reported receipts £219 16s 7d, payments £387 6s 3d. credit balance £521 18s 4d.—Received. Accounts amounting to £466 19s 7cl were passed for payment. From Manager of Abattoirs, reporting during October there were slaughtered—l 4 cows, 26 heifers, 63 bullocks, 915 sheep, 15 lambs. 8 pigs, 4 calves. Condemned—l cow, 2 pigs. Fees for month £62 Is (Tor same month last year £57 14s 6d). —Received. ’ FOREMAN’S REPORT. I beg to report the following works were carried out during the month: — Streets and Footpaths.—The north end of Sale Street leading to the gravel pit was in a bad state, and one hundred and ten loads of rough gravel was used in repairing it. The contractors for the beach gravel put out one hundred and thirty loads, which was deposited bv the Borough drayman on various streets about town. Sections of Fitzberbert Street and Gibson Quay footpaths and water tables were cleaned; a chain and a half of footpth was formed and gravelled in Davie Street at the new brewery and kerbing laid down. Growth was cleared on sections of Stafford, Davie, Jollie and Hampden Streets.

Drains.—Weld Street drain on the north side between Sale arid Rolleston Street was connected with one foot concrete pipes and covered in. Sale Street drain between Weld Street and Stafford Street was laid with six inch earthenware pipes and connections put in. tbe distance about seven chains. Sections of Jollie and Dav ; » c 'treet drains were cleaned out. At Mr Neville’s residence a drain was taken across Fall Street and connected with +he main drain. A sumph was put in Sewell Street drain and a culvert repaired in Tudor Street. A crossing was put in at Mr -T. Gifford's corner of Hampden and Brittan Streets. Water. —\ new pipe was put in the main in Bealev S+reet and a number of leaks repaired in various parts of the town. , The average depth of water in the reservoir for the month was Bft 2in. —Received,

Wo have laid twenty-four chains of hunie pipes and caulked them. This is section No. 2. In the depression on the town side of the hatchery the recent Heavy rains filled the trench with water and the pipes ‘being airtight floated, which, seemed a most unusual

thing, as each six feet weighs two cwt. However, when the water subsided and they settled hack into their place again I could not detect any damage done. We have now started on the lower end of No. 3 section to work up to meet No. 2. The weather has been very wet this week, which prevents laying pipes or putting on collars, as there is too much water in the trench, so wo are getting the pipes along the line. The contractors are now on No. 4 section. ' L . —Received. ,:

The Mayor moved that the dog tax for the year be as usual 10s per dog, with 2s fid for cattle clogs. Seconded by Mr Duff and carried.

The Mayor, Dr Teichelmann and Town Clerk were appointed a subcommittee to all outstanding rates and other moneys and with power to sue for recovery. The Council rose at 8.20 p.m.
