Mr Shearer said that the document was signed by Sir William Wisent an, who, he explained, was the Head of the British Secret Service in the United States during the war. . Later on a telegram from Sir William Wiseman, describing the document as “a clumsy absurd forgery,” was received by Chairman Shortridgc.
