OVER UNEMPLOYMENT

The “ Morning Post’s ” Berlin correspondent states: An atmosphere of, crisis surrounds the re-opening of the Reichstag to-day. A cordon ui police is barring the approaches, owing to the fear of an assault by Communist “stock” troops. The big issue in this short session takes the form of the unemployment insurance, which presents a serious position, owing to there being a deficit of fourteen millions sterling, arising from -the fact that the average unemployment is now, one million one 'hundred thousand, whereas it should be only seven hundred thousand if the unemployment fund is to be solvent, and as there is an urgent necessity to make the fund solvent, the Government proposes to find half of the deficit, leaving the employers and the workers to solve the other seven millions by increasing their contributions. This proposed compromise was heavily defeated in committee on Monday, only the Socialists approving of it. The situation of the Government is therefore precarious.
