SOVIET’S REPLY TO BRITAIN. (United Press Association.—By Electric Telegraph .—Copyright.) LONDON, July 26. It was announced in the House of Commons that th© Soviet had replied, stating that Anglo-Soviet relations were best obtainable on the basis of equal rights. Conversations will begin on Monday.
