THE AMERICAN VIEWPOINT. The war was a terrible calamity and the losses and hardships which it caused to the people of Europe are deeply deplored in the United States, but the people of the country (America) never had been accustomed t i consider themselves as part of the European political system, and have not thought that they had any r--sponsibilty for the war or the conditions which led up to it.
