The uew.spni*'!' “ Asaki ” Shimbaii’s correspondent cables that the British Government has .submitted proposals to C'lien at Hankow for a joint Sinoliiitish control of all British concessions in China; also proposed the opening of negotiations for a revision of unilateral treaties. The correspondent quotes Downing Street as stating tho proposals are regarded as constructive and progressive. Downing Street says if Canton accepts it will greatly relieve the situation. The proposal indicates British sympathies for China's national desire. T 800 PS ARRIVE. SHANGHAI. .January 28. A second contingent of Punjabis from Hong Kong arrived and marc-lied straight to the racecourse without incident. SOVIET TROOPS. SHANGHAI. January 28. It is reliably reported that fifty thousand Soviet in fan try are mobilised in the vicinity of the Manchurian border. There is surprising activity among troops in the direction of Kalgan and several Siberian garrisons are moving to the frontier with a cavalry regiment. The local vernacular press avers that the Soviet has offered definite assistance to the Nationalists.
