[Reuter Telegrams.] CHINESE FIGHTING . FROST AFFECTING TROOPS. (Reoeivad this day at 10.25 a.m.) PEKIN, Dec. 21. As frost bite was causing much suffering nmong the rival armies outside Mukden, General Kuo. brigade commander of Kuosunglin’s advance guard, telephoned General Wu, the brigade commander of the Mukden army, suggesting an armistice, whereupon, according to a report, the latter immediately agreed. Official advices indicate operations are being held; no owing to extreme cold, but do not confirm tbe armistice negotiations.
FRENCH PRECAUTION. LONDON. Dec. 21
The French, apparently, still fear further attacks on Damascus. It is stated that it is proposed to surround the city with a series of blockhouses connected with barbed wire whereby it is hoped to prevent raids from without and make it impossible for the rebels to take' refuge in the city and emerge later therefrom at their sweet will as hitherto. The scheme is already being put into operation.
