A HOPEFI'L TONE. (Received this day at 11.23 n.m.) LONDON. .Inly 2!*. There is a new tone in the french press to-day in consequence of the despatches from the French correspondents stating that negotiations are about to begin as regards the evacuation of the Ruhr, and suggesting there is a likelihood of a satisfactory result if France is adequately compensated, from an economic viewpoint. “F.n Nonvelle" states that hv giving the world striking proof ol her loyally in evacuating the Ruhr. France would he entitled to ask the Allies to make a sacrifice regarding war debts and guarantees of security. FRENCH .SLOCKSI lON. LONDON. July 20. A new French formula, submitted to the Conference to-day proposes recourse to arbitration when the Reparations Commission fails to agree on a question of German default, one of the three arbitrators to he an American.
