FINLAND OPERATIONS. (United Service Telegrams.) A wireless German official message states that Berlin has enqu.ved of the Russian Government, particulars of all the mine barrages in the Baltic w view to the resumption of unrestricted navigation.

BLACK SEA FLEET. WASHINGTON April 5. Reports state that the Russian Black Sea Fleet is cruising in t-lie Sea and is bombarding and pillaging towns and selling the loot.

German newspapers, edited by Russians, are appearing, and German merchants are pouring into the annexed territory. ' A German bank has been opened at Minsk.

German banks have offered government a loan of a 1,000,000,000 roubles, to be guaranteed by revenue from the north and Siberian railways.

SIBERIAN DANGER.. Received, this day at 8.45 ».m PEKING, April 5. Bast Siberia is in danger of becoming a Bolshevik dominion, leaving the door open for enemy activity. Enemy agents have practically a free hand in east and west Siberia. The politically distraught Russians need the Allies’ assistance to co-ordinate their efforts. If only this is forthcoming, then the sooner the Japanese intervene the better.
