Millerand's resignation will be maintained. He points out that the demand is a flagrant breach of the constitution, because the. Pesildency is de- ' liberately made permanent for seven! years for the purpose of providing the necessary balance and continuity. ! Forcing the President's resignation' .would introduce an element of instability into the constitution, inevitably provoking reprisals; France is in. no mood for revolutionary changes.— Times.
