, LONDON, May 19. , The Times states: Information lias lieen received in London that a treaty i» avoid and prevent conflicts between JLmerican States has been signed by the United States, "Venezuela, Panama, TJruguay, Ecuador, Chile, Guatemala, "Brazil, Colombia, Cuba, "Paraguay. Honduras, Argentina, and Hayti. The' treaty is the outcome of iihe Pan-American Conference held at Santiago last year. It provides that 'disputes which it has been imno^ihle i;o settle in the ordinary way shall be :submited to a soecially constituted commission. The findings of the comimission, however, are not to be considered judicially binding.
