MAKING SOME HEADWAY-

The "Washington correspondent of the «few York Times says that a sub-cor-n' fcaittee is holding hearings in connection with fche^WWrld Court, on which it is "urged AmuTTca should be represented, aftdwill probably report to the Senate's foreign relations committee that the Cfeurt proposal_ should be accepted, With an amendment providing for the toegotiation of a protocol with all mem"bers of the League of Nations and. the "World Court, which would create a separate assembly and council for the appointment of courts and. judges. The design of the amendment is to divorce the Court from the League, which is thus overcoming Republican objections to anything involving: the United States in the membership of the League. Th© acceptance of this amendment would mean negotiations with an excess of fifty nations, and unanimity w/mld be extreinfely unlikely.
Observers clearly indiea'te, however, that the Senate will not a'rcept the Court proposal m any form, and it is iairly certain the present "session of CJoMßress will remain acti<ynless .concerning the p.r&posal. Popular agitation, however, will continue, and it is expected that tlra opponents to the -proposal will make their objections known before the sub-cdinmitte© during "the continued liearings.
