The Star's Samoa correspondent writes: "As a result of General Richardson's conference with the Hon. Sir Francis Bell in New Zealand, all the Crown estates in Samoa will be offered for lease as a whole, separate plantations, or an aggregate of separate plantations, the revenue to be credited to the Administration for the developemnt of Samoa. Land to be reserved for the natives is made absolutely inalienable, and authority is given to dispose of the various Government trading concerns with a view to effecting a reduction in administrative expenditure. The Government has approved of the proposals for a reduction in the staff, and also a new scheme of pay which will mean a reduction of emoluments. Assistance will be given the cocoa planters. The Administration states that no difficulty is likely to be experienced in getting the Chinese labour required under the new conditions."
