LOUIS. ■BY CABLE -?i:-ES3 ASSOCIATION—COPYEIGET Received June 22, 10.10 a m NEW YORK, June 20. ■1 resident Harding, en route to ■Alaska, made a speech at St. Louis, suggesting three clianges in the "World ■Court desired to sever it from the ..League of .Nations, and so ease the way lor Ameiican entry into the court. The President proposed: Firstly, that ■vacancies on the court be filled'by the ••tribunal itself or else by members of the ; nations instead of by the League; I •secondly, the apportionment of con- i tritmtion.-?, supervision 'of expenses, and ! fixing of the judges' compensation be ! -exercised either by The Hague Court I or by a commission designated by mem- i l>ers of the World Court; thirdly,- the- i -abolition of the League's exclusive rights to seek legal advisory guidance j -irom the courts or else an extension, of i this right to all the members of na- ! tions. The President declared his will- ' -dngness to accent a clarifying reservation that the United States understands the court owes no subservence or obligation to the League, and proposed other changes as a basis of negotiation. He declared: "I am so eager for its ultimate accomplishment that I am interested in harmonising the opposing elements,, and am more anxious i;a effect our helpful commitment to the i ■-court than I am'to secure victory for "the executive. In a sentence we hoped '.In time that Germany, Turkey, and '• -Mexico would adjust their international | xelations so that they might join the I ■court." The President dealt lengthily with the various Senatorial objections, " repeatedly asserting that he would do ,: everything possible to satisfy those | fearing entrance to the court involves ' ■the United States in the League's af- ' fairs, adding that in the face of the overwhelming verdict of 1920 the League of Nations issue is as dead as -■slavery.
