The Chicago Tribune's Shanghai correspondent says that American, British, French and Japanese admirals are conferring here witn a view to the unification of policy respecting the protection of foreign shipping on the Upper Yangtese river against banditry, which for many months past has made trading along the stream extremely hazardous.

The outlaws fired upon.a number of ships, including British and American, and the Chinese Government seems powerless to handle the situation.
