M. Motto thanked God that there was a League of Nations to deal with this problem, which had 'been referred to tire League by the 'Soonferenoe of Premiers in London. Dr. Nansen _.(Norway) said that lEurope was in a deplorable state, and was getting worse daily. Norway, although neutral, was equally involved •*with the Allies in the'xuin which -was overtaking industries. There was -no salvation for Europe outside of the jLeague. ;. ,
