GREEK PROCLAMATION.
BY CABLE—PRESS ASSOCIATION—COPYRIGHT (Times). Received August 2, 11.55 a.m. LONDON, July 31. The Times' Smyrna correspondent states that Greek proclamations, announcing a decision to grant autonomous government, have been posted up, stating that Ivl. Stergiades, the Greek High Commissioner, will undertake to form a governing body. Promises have been given of loyal co-op- ( eration with the new government. j
