GERMANY'S DEBTS
BERLIN, August 1
It is understood that the Government, replying to Prance, reiterates its inability to continue a monthly payment of £2,000,000 on account of debts to Allied nationals, and renews the offer of £500.000. Germany points out that reparations and other payments must be treated as a whole, reparations having first claim.
