Senator Underwood, following* on the announcement of the United States plan for dealing with enemy ali°,n property, has introduced a Bill for the immediate settlement of American claims from German property. Senator Hughes, in a letter to Senator Nelson, pointed out that this measure would embarrass the administration in dealing with claims. Senator Hughes said the administration strongly favoured a mixed commission, including German representation, and expressed the hope that no policy of confiscation would be adopted until there should be a failure of the negotions. Meanwhile he declared that gratifying progress has been made towards framing a treaty with Germany concerning the disposition of property.
