AN UNCONSTITUTIONAL PROPOSAL.

MELBOURNE, July 28. In the House of Representatives, Dr _Earl Page (Country Party leader) ad. vocated a different scheme for ascertaining the number of seats to which -each State should be entitled. He suggested instead of the quota scheme, to ■divide the total number of electors by -twice the number of senators plus one. Mr Groom, who replied, suggested that -the substitute was unconstitutional. In any case, Dr Earl Page gave n-?' good reasons why it should be adopted. Conflicting 'opinions were expressed by both, sides of the House, the division revealing that 24 were in favour of Dr Earl Page's scheme and 25 against, the Country Party voting with Labour against the Government.
