CONCESSIONS SOUGHT

Krassin, interviewed at Genoa, said the Bolsheviks had been approached by Anglo-Belgian and Italo-German groups on the subject of oil 'concessions in Russia, but no decision had been reached. The Bolsheviks were against monopolies. They desired all the great European Powers to participate, and also the United States, on condition that part of the oilfields be reserved for Russia. He realised that foreign assistance was indispensable for their exploitation.
