.Received April 29, 11.30 a.m SYDNEY, April 29. The Royal Commission on taxation -presented its second report on simpli■■fication of the system. It proposes that -power to _impose income tax be vested exclusively in the Commonweal th_ and to impose other existing forms -of direct taxation, land, probate, suc«eession, or entertainments duties be -vested exclusively in the States, subject to the over-riding powers of the Com;monwealth. In the case of war it is recommended that the Commonwealth and States should pass a nnifcrm income tax assessment Act, and the Commonwealth be the administrative and collective authority for both.
