The conference between the American relief administration and the Jewish joint distribution committee, held in London, has drawn up a programme for relief in the Ukraine, costing three million dollars, of which the Jewish committee will provide half, as Ukraine sufferers are mostly Jews. Dr. Hutchinson, who investigated the conditions in the Ukraine, reports that whole communities have sunk to the level of barbarism owing to their sufferings. They are dying en masse, stolidly, like animals. Others are eating anything, even to human flesh.
