There are now over 2,000,000 tons of shipping, British and foreign, lying idle in the 36 principal ports of the United j Kingdom, of which 1,900,000 tons are! British. Altogether 2,250,000 tons of; British shipping are unemployed out of a total of 18,000,000. The position of American shipping is worse. Five million tons of American state-owned shipping out of a total of 12,500,000 tons are idle, in addition to a large amount privately owned.
